I thought libraries were meant to be silent?

There is always that group in the library who decide that they can be as loud as they want to be. Normally, it was taken as awkward/rude to even make any noise what so ever in a library. I guess it has become more accepted to have a little chit chat here and there as long as it is short and quiet. Who is it up to to tell these people that they’re being rude and too loud? Their fellow library users or the librarian staff perhaps?

Usually the reason why people come to the library is due to the quiet atmosphere and to indulge in some reading/research.
